The Vicariate of San Sebastian is considered as the central vicariate of the Diocese of Bacolod, for it is here that the chair of the bishop is located, namely, the San Sebastian Cathedral.

The San Sebastian Parish which is the seat of the vicariate stands at the hub of the city of Bacolod. The parishes under this vicariate include The St. Joseph Parish in Henrietta Village, The St. Therese of the Child Jesus Quasi-Parish Barangay Cameroli and The Our Lady of Fatima Parish and Shrine. The Sto. Nino Chapel in the Corazon Locsin Montelibano Memorial Regional Hospital is also part of this Vicariate.
